Horizon Europe · Pillar 2 Live

Collaborative research, coordinated.

Built for Research and Innovation Actions (RIA) and Innovation Actions (IA) — the multi-partner, multi-country consortia that anchor Horizon Europe Pillar 2. Build the consortium, map the work packages, align the impact pathway, and submit on time.

If you're new to the programme

RIA, IA, CSA. What they are. What's hard about them.

A one-paragraph refresher. If you've already submitted a few of these, skip ahead.

Horizon RIA

Research & Innovation Action

Multi-partner consortia (typically 3–15 organisations) tackling fundamental and applied research questions. Average grant €4–8M. Coordinator carries the writing load; partners contribute work-package descriptions.

The pain → 60–100 pages across Excellence / Impact / Implementation, dependencies on 8–15 partners' inputs, success rate around 12%.
Horizon IA

Innovation Action

Closer-to-market work — pilots, demonstrators, first-of-a-kind deployments. Same consortium structure as RIA, more emphasis on TRL, exploitation pathways and industry uptake.

The pain → Same template heft as RIA, plus a credible Impact narrative that gets through evaluators who've seen every variant of "first-of-a-kind".
Horizon CSA

Coordination & Support Action

Network-building, standardisation, policy coordination — not a research project per se. Smaller grants (€1–3M) but a high volume of programme management, governance and dissemination content to draft.

The pain → Looks "lighter" on the surface; in practice 4–6 weeks of policy-aware writing that doesn't reuse cleanly from research-oriented proposals.

FAQ

Things to know before your next call.

What's in one RIA / IA / CSA credit? +

One credit covers a full submission cycle: concept note, consortium build, full narrative (Excellence / Impact / Implementation), budget composer, ESR-style evaluation, 300+ criteria scorecard, feedback redrafter, and auto-generated Gantt/PERT visuals.

Does it follow the Excellence / Impact / Implementation structure? +

Yes. The Drafter is wired to the official Horizon Europe RIA / IA template — section ordering, page limits, sub-headings, and the eligibility / award-criteria boundary all match what the call topic publishes. CSA proposals follow the lighter CSA template variant.

Which evaluation criteria does the scorecard cover? +

The 300+ criteria scorecard maps to the published ESR weighting: Excellence (novelty, methodology, ambition, interdisciplinarity), Impact (pathway, dissemination, exploitation, communication, KPIs), and Implementation (work plan, consortium quality, allocation of resources). Gender dimension, open science, ethics, and data management are scored line-by-line.

Can the coordinator share the draft with consortium partners? +

Yes. A draft can be shared with up to a small team on Self-service — enough for a coordinator, a co-PI, and a couple of partners reviewing. For larger consortia where every partner edits in parallel, the AI Enablement plan removes the cap.

Can a consortium split the bill? +

Yes — split-pay is supported. Email us with the partner list during onboarding and we'll set up a split-invoice arrangement so each partner pays their share at no extra cost. The coordinator's account holds the credits and accesses the platform.
